You can also seek the assistance of a taxpayer advocate. A taxpayer advocate is a third party entity that reports directly to Congress. They are not directly a part of the IRS but they can act as a liaison between the taxpayer and the IRS in situations that is appropriate. You can reach them by downloading a Form 911 and that Form can be found on the www.IRS.gov website.
